Devices in Intune need to have Entra identity in some shape or form. Until that happens, you can’t manage them. What does ‘managed by’ column in Intune say for such devices?
How do I assign profiles to devices outside of groups?
I won't lie, I'm struggling with inTune and the documentation. Usually find Ms docs pretty readable, but these are.... not that.
I have a few devices that failed to associate with a upn. They're not on-site, so I can't simply re-enroll. The devices do appear in InTune, but not Entra. I would like to apply some basic protection policies to them - cause they're being used. But it seems Entra can only assign to Entra groups (which I can't put these devices in, because they don't show up), or all users, or all devices. None of these suit my purposes... which seem really basic honestly. I went to check and see if I could add a group, and FILTER to find the device - but on a group that says "x users, x devices' (properly) - the filters find none. No devices.
I've got 1,2,3 - 8 different microsoft docs open that relate to groups and filters, with or without reference to InTune. I can't read all of these, make sense of them, and fix this probably before next week. Can someone help? Did anyone else find this, this frustrating?
- Can I assign policies to devices. This was a basic functionality of MaaS360, and where the device is inTune, you'd think there as well.
- Why don't I have anyone in Filters?

Since the device is not correctly connected between Intune and Entra portal, and the device is now show up in Entra, so there are no devices in Filter.
To solve the issue, here are some steps you can refer to.
From your description, the UPN is failed to associate with Intune portal and Microsoft Entra portal, please try to change the UPN to the same one and sync them between Intune and Entra portal.
Also, could you please tell us what kind of device enrollment method did you use? And please check the 'managed by' column in Intune status and share with us.
When the devices' UPN matched and correctly show up in Intune and Entra portal, there will be devices in Filter, and you can assign policies to devices.
