How to fix "Unable to validate your phone number" and "Account must be in good standing to sign up" for Azure Subscription?

Hello, I am from Malaysia, and I cannot sign up for Azure's subscription with error of "unable to validate phone number", then after several attempts with solution from Help.Microsoft and Q&A, I get "Account must be in good standing to sign up". I tried 4 different phone numbers since yesterday (Jan 21st, 2025), none of them can be validate.

I have called the support number + 603 9212 1942, but it only notifies me to go check Help.Microsoft. I tried to go to Service Hub to login but it shows "Sorry but we are unable to sign you in at this time".

Besides, I tried to contact Help + Support from Azure, it shows the solutions that I have tried multiple times, but none of them get the subscription validation working.

May I know what can possibly solve this issue I am facing? Thank you in advance.

Note that Voice-over-IP (VoIP) numbers cannot be used for this process. Make sure your phone can receive calls or SMS messages from a United States-based number, and double-check the phone number you entered, including the correct country code.

    3.Contact Customer Support: If you continue to experience issues, we recommend contacting Microsoft Support directly. You can find the customer service phone numbers specific to your country here: Global Customer Service Phone Numbers. When you speak with a representative, inform them that you are unable to validate your phone number, and they will create a support ticket and escalate your case to the Azure Subscription/Account Review team.
