You could use your alternative login option (if set up) to get the code via text or a call. That way you can login and perform the actions. If that doesn't help contact the servicedesk for that directory and have the reset your MFA. That way you can do it again. Or they will send you a one-time-pass which you can use once to log in to set it up again.
New phone facing Authentication App Loop Error
I have a new phone as my previous one is no longer usable. I have restored my authentication app and a few accounts have "action required" against them. I'm using my laptop to log in so I can scan the QR code to restore them but I can't log into my account because it requires the auth code to log in. I'm stuck in a loop. Has anyone resolved this?

if you have MS365 Business subscription service based accounts and if you are end user, you have to contact IT admin in your business organization to reset verification again for your email account from Microsoft Entra.

IT admin person may need to disable your previous phone device. They may also take help from Microsoft Support by creating service ticket for this issue.

There will be automated system process during call. It may hangs up, but admin user have to call several time. And they have to try phone number of different countries to get help from appropriate team of Microsoft.
