if you have problems with the phone validation in the Azure Account creation process one option might be to call Microsoft's Global Support: Global Customer Service phone numbers
Maybe they are able to help.
I've noticed a couple of questions/threads related to this issue in the past. But none of them gave an answer how to fix this or if it was fixed at all.
