A user cannot connect to TFS 2015 after changing his password

(I couldn't find an "Azure DevOps" tag, so I'm using just Azure.)

A user of mine had to reset his Windows Domain account password yesterday. This always requires resetting his password in Visual Studio, when connecting to TFS. I've walked him through this. He entered both the two digit and 6-digit codes in Microsoft Authenticator, but it hasn't worked. He's getting this error message:

An attempt to communicate with Azure DevOps failed because a token could not be retrieved. Please re-enter your credentials.

But I've walked him re-enter his credentials and then he's gone into an infinite loop of entering credentials, getting codes to enter from Microsoft Authenticator, entering those codes, that failing, and he's back to the beginning again. So, what can he do?
