cannot start sshd on windows server 2019

I've installed OpenSSH Server on an Azure Windows 2019 VM and attempted to apply the temporary fix for the October 2024 update issue by updating ACLs on the affected directories. However, since I haven't started the service yet, there are no files or folders in the SSH folder. Even after applying the ACLs to the SSH folder, I'm still unable to start the SSH service.
