Spend limit error when creating windows 11 VM using VS subscription

tried creating windows 11 VM using VS subscription credits. though I have $150 and the estimated cost of VM is $60.xx/month, getting the error below

"This virtual machine requires a subscription without any spending limit or temporary payment method set. Use a different subscription or update your subscription (requires account administrator privileges) at Account Center to continue."

Is there a workaround for not removing spend limit?
