Radeon Instinct MI25 MxGPU Azure Server 2016 with GUI - missing 14 GB vRAM

In Azure, I am using an NV4as_v4 Size with Server 2016 Datacenter with GUI. I used the driver extension in Azure per Microsofts (aggressive) recommendation then rebooted the VM; provisioning passed. Great! Opened Device Manager, no good. Right clicked, update driver, now Radeon Instinct shows up. Great! Check System Info and other places and I see the GPU only has 2 GB of RAM!? It is supposed to have 16 GB of RAM correct? That is what the AMD website says...

The only thing I see that MAY be a clue is that in the Device Manager there is an "unknown device". I right-click and go to the properties of that device and under location, it reads Microsoft Hyper-V Virtual Machine Bus and in device status, it reads, "The drivers for this device are not installed".

I have no idea if that matters or if 2GB is the most I can get out of the Radeon Instinct Mi25. I THOUGHT it should have 16 GB.

Also, I have yet to be successful AT ALL with the Nvidia extension. Bizarre problems happen after install so I gave up on that for now.

    The above mentioned are the official documentation from Microsoft side and are recommended while installing AMD GPU on Azure.

    Based on which NV4 series you have installed the NVv4 Virtual Machines support up to 32 vCPUs, 112GB of RAM, and 16 GB of GPU memory max. Some info as below:
