I can't avail custom domain for my azure app service.

Please note the pre-requisites for setting up a custom domain for Azure app services as hilighted below:

Buy an App Service domain and configure an app with it

To use custom domains in Azure App Service, your app’s App Service plan must be a paid tier (Shared, Basic, Standard, or Premium)
