I understand that you're unable to find the Email option under authentication methods.
The Email option under authentication methods is only used for Self-Service Password Reset (SSPR). Email cannot be used for authentication.
For more information: authentication and verification methods are available in Microsoft Entra ID
Could you please check if the email option is selected for password reset in your tenant? If you enable the email option, users will be able to see it.
