Windows Server Licensing and Intel SST-PP

I am inquiring if there will be a future licensing option that allows purchasing licenses only for the enabled CPU cores when using Intel Speed Select Technology - Performance Profile (SST-PP). This change would benefit small and medium-sized businesses by allowing them to pay only for the cores they need while still having the flexibility to upgrade as their organization grows.
We are currently looking to upgrade to new servers, and the Windows Server 2025 Datacenter licensing alone would account for around 30% of the total cost. We are considering servers with two 16-core CPUs, but we would only enable 8 cores per CPU using SST-PP. Despite this, we would be required to license all 32 physical cores, which would unnecessarily increase our costs.
