Help to fix my syntax

Question

I am learning how to write syntax for my power bi.

My idea is that when slicer (Performance) is selected, all value in column M will be added; when slicer (Financial) is selected, only value with a text in column M will be added.

However, the syntax does not work for row 4, it only add value in column with "Performance" in column M only.

Could anyone help to fix my syntax?
