Azure Database for MySQL flexible server, The server is currently in 'starting' state. Server stuck in restart, startup.... I having trouble starting or restarting your server. region East Us. When I try to do the redeployment I get the following error, provisioning is restricted in this region... at least I would like to recover a backup.

In order to have the best approach for resolution of commented issue, you should rise a support request from Azure Portal. Support team will have all the information needed to analyze and resolve the issue.
