I understand that when you're trying to log into Azure with your personal account, it is asking you to set up two-step authentication. This may occur if the organization has enforced two-step authentication for the users in the organization. This might be the reason you're being prompted to add the two-step verification. I would suggest completing the two-step authentication process when logging into the Azure portal using your personal account which might help you in finding the tenant you have been routed to perform the two-factor registration.
Once you sign to azure portal you will be able to sign in my accounts page as well which helps us in finding the organizations in which your account has been linked. Please use the following links:

If you have any doubts in which tenant ID I should be using, I suggest enter the tenant Id you are desired to be routed. Once you login to my accounts page, Follow the steps:
- Select Organizations from the left navigation pane or select the Manage organizations link from the Organizations block.
- The Organizations page appears, where you can view and manage the organizations you belong to.
