Can we define the "Allow only users in specific security groups to share externally" to each site separately ?

Inside SharePoint online admin center, we can define security groups who can share with external users, which will get applied to all sites:-

but can we have this settings at the site level using the UI or using Power shell? so each site will have different security groups which can share with external users?

According to the information you provided and the research I have done, I may understand that you want only users in the security group to be able to share with external users at the site level. If there is anything wrong, please correct me.

If there are no issues, then I'm sorry that SharePoint doesn't have this setting at the moment. SharePoint site owners are externally shareable by default, and we can't restrict the permissions for external sharing to security groups only.

This official documentation documents all the settings for external sharing at the site level, but unfortunately there is no such thing as allowing only users in specific security groups to share externally.
