How do I reset my two-step verification when signing in to azure?

I have an Azure contract with a personal account. About a week ago, I set up two-step verification using Microsoft Authenticator when signing in to Azure. After that, I deleted my personal account from Microsoft Authenticator. I added my personal account to Microsoft Authenticator again, but when I sign in to my Microsoft account, the authentication number is requested, and the authentication number is displayed in Microsoft Authenticator, and I can sign in, but after that, the second authentication number is requested on the computer screen, but the notification of the authentication number is not received in Microsoft Authenticator. My guess is that my MICROSOFT account goes through 2-step verification, but I don't get Azure 2-step verification notifications in my Microsoft Authenticator, so I assume that I can sign in once I reset my Azure 2-step verification. However, since I have a contract with an individual account, I do not have an Entra ID (Azure product), and cannot log in as an administrator.

How can I sign in to the Azure portal?
