    Hello,

    This message is caused by the soft enforcement licensing feature, soft enforcement allows the user to connect for 60 minutes at a time.

    Step1:

    To configure the license for remote desktop, you may first decide which type of RDS CAL is more suitable for your case:
    There are two types of RDS CALs:

    • RDS Per Device CALs
    • RDS Per User CALs

    Please refer to License your RDS deployment with client access licenses (CALs) | Microsoft Learn to understand the RDS CAL model.

    Step2:

    After installing the license server role, you need to activate it: Activate the Remote Desktop Services license server | Microsoft Learn

    Step3:

    Then you can install RDS CAL: Install RDS client access licenses | Microsoft Learn.

    Step4:

    If you have connection broker role, you can configure the license mode and specify server address on the broker, otherwise you can set it up in the group policy.
