I have purchased 5 Windows Server 2019 Standard Retail software.
I have activated two of them in the recent past but when reinstalling and activating those two packages I get an error that the software cannot be activated for whatever reason. I looked up the error code (0xc004c003) and according to that code my Windows Server is blocked on their activation servers. This is retail software it should activate at any time without further problems.
I have tried 1 brand new package of the other three packages. They have never been used and activated as I have just removed the plastic and even then I get the same error when activating. Doesn't make sense.
What on earth is going on here?
The telephone activation system does not work and the SMS service does not work either. It keeps saying that the software cannot be activated. I have tried every possible telephone number to contact Microsoft but I can't find any personal contact, only bots that lead to no solution.
Can anyone help me?

To resolve this error (Troubleshoot Windows activation error codes - Windows Server | Microsoft Learn), you will need to contact the Microsoft Licensing Activation Centers to obtain a new MAK. After you obtain the new MAK, try installing and activating Windows again.

Dear Lei,
I followed the link you gave me for activation via the SMS service or via the female bot. Both methods did not work as previously indicated.
When I try the SMS service for instance where you have to manually enter the installation ID I get the following message:
Unfortunately, we cannot complete the transaction as our records do not recognize this as a valid product.
Lei, I still have four Windows Server 2019 software packages to activate. Both activation methods do not work.
I really expect a concrete solution now because I have been struggling with this problem for two weeks.
It doesn't matter which phone number I use, the result is the same.
These are genuine products with a valid key printed on a card.
