Azure 2-node failover cluster using a shared ZRS disk and experiencing instability

configuration setup

OS version 2022

VM1-zone1 and VM2 Zon2- shared QUORUM disk in ZRS but cluster is time to time goes to disable status even cannot start cluster using force start.

Errors:

  1. Cluster physical disk resource encountered an error while attempting to terminate.
  2. Cluster resource 'Cluster Disk 2' of type 'Physical Disk' in clustered role 'Cluster Group' failed.

If I configure the same setup in OS 2019, I do not encounter any of the above errors.

Let me know if you have had a similar experience
