Cannot Connect To Security Camera Router-Win 11

I just got a Windows 11 computer. I have a router for internet and it works fine. I have a separate router just for my security cameras. On my Win 10 computer I have no issues connecting to the router but on the Win 11 computer it shows it cannot connect to it. I have matched the same settings that are in my Win 10 computer and have the right security chosen. The router is not connected to the internet and I do not want it connected. I just use it to view and change the settings on the cameras. The router is within distance so it is not that. Below is a screenshot of what I am seeing in Win 11. Below That is what Win 10 shows. Any ideas?

    Hello

    Based on the information you provided, it is recommended that you go to Control Panel > Network and Internet > Network and Sharing Center > Advanced Sharing Settings on the computer with the problem, and enable network discovery in private or public networks.

    Then press the key combination WIN+R and type service.msc to open the service, set the startup type of the following specified service to "Automatic", and see if you can see the device on the network.

    DNS Client

    Function Discovery Provider Host

    Function Discovery Resource Publication

    SSDP Discovery

    UPnP Device Host

    I was able to somewhat figure it out. Seems on Win 11 if the router is not connected to the internet, it tends to not want to connect to it? I was able to log into it at least and can access the cameras.
