What are the exact licensing requirements for Windows Server 2022 Standard edition?

The licensing requirements seem extremely complex and I have been unsuccessful in man attempts to get anyone to answer this question. This is my scenario:

Server with a 16 core processor....I would like to know requirements for a 24 core processor optionally....this I'm pretty certain I know already. Either a standard 16 core license pack or that plus an additional 8 core pack if we use a 24 core processor which can come in 4, 2 core packs.

There will be 10 users that will remote desktop to server with half of those at 2 remote locations connecting through a vpn. The other half will be on the local network with remote desktop connection. There will be 3 users out of those 10 that will connect through normal SMB file sharing. What requirements for these? I know I have the option of user or device CALS, but I can't find out if I need RDP licenses as well as Device/User cals in addition. In answering this question, can you please be very clear and specific. Also, suggestions on whether I should use device or user cals.....each device will have the same log in credentials to the server regardless of the user on that device. This is a retail operation so multiple people will be using multiple devices.

Also, suggestions on if I should use a VM for this scenario. They are not currently using a VM on their current server. If so, as I understand it, I am allowed 2 VM's on the single standard 2022 core license anyway.

Also, am I correct in understanding that remote desktop requires the DNS and Active Directory roles to be installed on the server even though we do not require those roles. If I am correct, are there any additional licensing concerns to consider there?

    For the three users connecting through SMB file sharing, you do not need RDS CALs. RDS CALs are specifically for remote desktop sessions, not for file sharing.

    RDS CAL allows a user or device to connect to Server specifically for remote desktop sessions. It grants the right to access the server's desktop and applications remotely. Windows Server CAL permits a user or device to access the resources and services provided by a Windows Server, including file storage, printing, authentication, and more. It's a broader license, not just remote desktop access.
