Why isn't a Fine Grained Password Policy not applying to all users in a group?

I have created a password policy using Fine-Grained Policy in Active Directory Admin Center, and it is not being applied to all of the users in my test group. All of the PowerShell commands associated with password polices either return an error for object not found or return nothing at all. I have exhausted the Microsoft knowledge base and found no solutions. Can someone help me out? This is on Server 2019.

    May I ask under which path did you set the policy?

    Which policy exactly is set?

    What exactly is the error returned by the PowerShell command?

    Is there an error reported in the Event Viewer? What are the details of the error?

    All of these things need to be known.

    You said that the policy was not applied to all users, so did any users successfully apply the policy?

    Is there a difference between those users and those who did not apply the policy?

    Is it because of different user configurations.
