I have been to two support companies about reopening my surface which is locked. For years I signed on with my camera. It stopped working and presented me with a password. I don't have a working password and have tried eveyone that I have ever used. They believe the MIcrosoft needs to restore the bitlocker key. It has always been connected to my microsoft account.

For the details about find your BitLocker recovery key, please follow the steps in Finding your BitLocker recovery key in Windows - Microsoft Support.
