Exchange 2016 ECP site will not load.

I am migrating from an On Prem Exchange 2010 (in a hybrid configuration with 356) to an On Prem Exchange 2016 (also in a hybrid configuration with 356), but the ECP on the new 2016 server, after entering credentials into the login screen will not load, providing only:

"This page isn’t working right now

localhost can't currently handle this request.

HTTP ERROR 500"

I have tried recreating the site by using:
> Remove-OwaVirtualDirectory "EXDB2016\owa (Default Web Site)"

> New-OwaVirtualDirectory -WebSiteName "Default Web Site"

... but I still am unable to open the Exchange Admin Center ( https://localhost/ecp )

    The error above was using the latest MS Edge web browser.

    Using the older Internet Explorer gives the following error:

    The website cannot display the page

    HTTP 500  
    

    Most likely causes:

    •The website is under maintenance.

    •The website has a programming error.

    What you can try:

    Refresh the page.

    Go back to the previous page.

    This error (HTTP 500 Internal Server Error) means that the website you are visiting had a server problem which prevented the webpage from displaying.
