Assistance with ADR's and corresponding SUG

Hello I have a situation where I have ADR's configured and will run and report as successfully running their respective evaluation cycles yet for some of them a corresponding SUG does not get created. I saw a reddit post stating "that an ADR will not create a new SUG if the set of updates it found while running matches to a SUG it created before", but would like to verify if this is the case and if there is any KB article that would state it. Also is there a way to confirm this is the reason it did not create the SUG as the Rule engine logs did not really help in confirming this.https://answers-afd.microsoft.com/static/images/image-not-found.jpg
