    Hello,

May I know if you are doing a fresh new install or you are upgrading from a previous version?

If you are doing an in place upgrade, try use ISO image downloaded from Microsoft website, then follow these steps:

Perform an in-place upgrade of Windows Server | Microsoft Learn

    Hope this helps.

    Best regards,

    Molly
