nie mogę odinstalować sql server 2016

Dzień dobry,

nie mogę odinstalować programu SQL Server 2016 Setup (English)

Nie działa w ogóle program odinstalowujący w Windows.

Nie mogę odinstalować tego programu również za pomocą Revo Uninstaller.

Pojawia mi się taki komunikat.

Nie chce mi dołączyć pliku, jak mogę przesłać komunikat.
