Who can buy Windows LTSC license

Hi,

We are upgrading our 14 x servers with Windows Server 2022 LTSC along with 6 x clients with Windows 10 LTSC. The vendor came back with the response that MS requires a PO directly from the End User to issue / register LTSC licenses against end-user name else licenses will be registered against supplier name. I need to know what the options could be to get these LTSC licenses registered against end user. Is it possible to transfer the ownership from supplier to actual end user at a later stage? Any other way forward? Appreciate your response.
