Issues installing MSXML 4.0 SP2 on Windows 2019

We are trying to setup a legacy .NET application on Windows Server 2019 which requires installation of MSXML 4.0 SP2. However, every time we try to install using the setup file, we get the below error:

An error occurred during the installation of assembly component HRESULT: 0x80070490.

Any ideas or workarounds on how best to resolve this issue and get the installation completed please?
