I downloaded the Spanish (Mexico) language pack at:
Windows 10 Enterprise LTSC 2021 (x64)
Version 21H2
OS Build 19044.1288
Windows Feature Experience Pack 120.2212.3920.0
But windows update didn't download the .cab file or anything similar, it just downloaded a folder. I need the .cab file compatible with exactly this version.
I repeat, I need the file, not to be guided through installing the language pack, I want the file.

there is no language pack for your Windows 10 Enterprise.
However, if you need another language, you can use the Add a language feature to download and install it. For the steps, you can see Language packs for Windows - Microsoft Support.
