Azure Local Deployment error when creating Cluster Shared Volume

While deploy the azure local , the system auto helps me to create 4 CSV, 2 vol is OK, but 2 failed. After investigating using Failover Cluster Manager, I found the error on below. Anyone could give me some help how to fix it?

Cluster disk resource 'Cluster Disk 1' was unable to unlock the BitLocker-protected volume '\?\GLOBALROOT\Device\Harddisk19\ClusterPartition2'. The cluster name object (CNO) is not set to be a valid BitLocker protector for this volume. To correct this, remove the disk from the cluster. Then use the Manage-bde.exe command-line tool to add the cluster name as an ADAccountOrGroup protector, using the format domain\ClusterName$, and add the disk back to the cluster. For more information, see the documentation for Manage-bde.exe.

Another error is Code 1359, description: Check UnlockBitlocker Failure.
