Activation of RDS Device CALS

We are setting up a Windows server 2019 Deployment with Remote desktop services. We purchased 10 RDS Device CALS for it. Due to a configuration error we had to wipe the installation and start over. Now the Activation Code for the RDS CALs shows as already activated and we can't get the licences added. We have tried re-activating the licence server but it gives the same message when we try to activate. Is there a way to invalidate the previous install so we can use the CALS?

    Hello,

    You could select manage CALs option in this link: https://activate.microsoft.com/

    Then complete the following process based on your server and purchased CALs information.

    That has gotten me part of the way. The issue now is that when use the 45 digit code provided for the migration, then use the 25 digit code for the actual CALs it throws an error and doesn't bring in the license . Under reason for he error it just says "Pending". Is there a step i'm missing or is there a time delay before the mogration can be completed?
