Do Windows Server 2022 Datacenter licenses purchased via the new NCE program include downgrade rights to the Server 2022 Standard and Server 2019 Standard editions?

We purchased Windows Server 2022 Datacenter - 16 Core (NCE COM BAS PER 1TM) Setup (10 Year(s) term) licenses and can access the downloads and license keys in our 365 admin portal. However there are no options for downloads and activation keys to Windows Server 2022 Standard, Windows Server 2019 Standard and Windows Server 2016 Standard editions as has been the case on previous (non-NCE) purchases of Windows Server Datacenter.

Microsoft's Downgrade rights in their licensing guide clearly listsWindows Server 2022 Standard, Windows Server 2019 Standard and Windows Server 2016 Standard editions as deployment options that may be used in place of the licensed edition.

Has this downgrade provision changed with NCE and if so is it documented anywhere publicly? If it hasn't changed, then how are we supposed to access the license keys since they aren't listed in the 365 admin portal?

    Hi Coastal PC,

    yes, Windows Server 2022 Datacenter licenses purchased via the new NCE program include downgrade rights to the Server 2022 Standard and Server 2019 Standard editions.

    The downgrade rights are still available with the NCE program, and there have been no changes to the downgrade provision.

    However, the license keys for the downgraded editions may not be available in the 365 admin portal.

    You can contact Volume Licensing Support Info. | Microsoft Learn to obtain the license keys for the downgraded editions.
