windows server 2022 backup fails - volume inaccessible

I want to do a "Bare Metal Backup" to a local drive (E:). I keep getting "Backup volume is inaccessible" for volume C:. EFI and RECOVERY volumes completed.
C: is mounted, running Windows Server 2022, and the account I am using is an Administrator. The "shadow copy" succeeded (which I assume is essentially a snapshot of the volume).
