How to Add Users(Developer) to my Azure DevOps Projects Account

We have finished building our project frontend, and now I want to add the Developer guys to the Azure portal so they can use and create some APIs as needed for functionality on our project.
Please, I need help bringing these guys in. I have added their emails, and they did get access.
