Unable to Access Azure Services or Create a Subscription

A long time ago (about 7 years), I created a Microsoft account. As far as I remember, I used it to log into the Azure Portal and even tested an application on it.

Now, when I log into the Azure Portal, the homepage loads fine, but whenever I try to access any service, I get an error:

I tried adding a payment method (credit card) to my account, but that didn’t help.

Next, I attempted to create a subscription (either Free or Pay-As-You-Go). While logged into my account, I went through the subscription sign-up form, entered all the required details, but the Sign up button remains disabled (same as Payment info and Add tech support).

Sometimes its allow me go to App registration, but not allow create new one

When I tried "Join the Microsoft 365 Developer Program" on the last step I received

Any ideas on how to resolve this?
