I am in Canada, but I have a client in Australia who want to use voice ACS. How do I do this?

As the title says, I am building some voice AI agents. I have a client in Australia who wants to use my services. I am currently based internationally and the client of course wants an Australian phone number so there are no long distance charges.
I have reviewed the restrictions regarding purchasing Australian numbers. I have a partner/associate in Australia who is onboard with assuming the Australian billing address responsibility. I would like to have everything under a single tenant.
Currently, I am just not clear on the correct way to go about this, while being cost conscious. Is there a way to add a separate billing profile to my existing tenant, or do I need to create a new tenant perhaps with the assistance of my Australian partner/associate?
