If you believe the issue started after installing KB505398, you can try uninstalling it:
Go to Settings > Windows Update > Update history > Uninstall updates.
Look for KB505398 in the list and uninstall it.
Restart your computer and test the “Paste” option again.
Also I suggest that you could try to create a new user account to log on ,check if the issue still insists.
Reset File Explorer Settings
Sometimes, corrupted File Explorer settings can cause issues. Reset File Explorer by following these steps:
Open File Explorer.
Click on the three dots ()… in the toolbar.
Select Options > Change folder and search options.
In the Folder Options window, go to the View tab and click Reset Folders.
Click OK to save changes.
