Unable to enroll as a Microsoft Partner in Partner Center - Any Phone Support Available

I am unable to enroll as a Microsoft Partner in Partner Center. Have been trying this for the past 2 weeks. Steps are as follows ...
- Navigate to https://partner.microsoft.com/en-US/
- Click on "Become a partner"
- Click on "Join the Microsoft AI Cloud Partner Program"
- Select the first choice i.e. "Microsoft AI Cloud Partner Program" and then Next
- Login with Work Account ... ******@Company.OnMicrosoft.com
- Fill-in the Form. It pulls the DUNS number and provide the Registration Number.
- I get the following Error.
Can someone help / assist?

I'm trying to create a partner account but get redirected to https://partner.microsoft.com/en-us/dashboard/account/exp/enrollnow/error/azure/SessionValidationFailed and this error: Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support with reference number: and transaction ID: 4857c715-3c4d-42e1-9577-89fa66065f61.

Been trying for 3 days now, and get the same message every time, using Edge and 2 other browser and Safari on my Mac. Even tried creating a new account. All community forums asking for help just point back to the same instruction page on how to enroll or were closed administratively.
