We are locked out of our azure admin account. How can we restore access?

A developer has locked us out of our Azure SQL DB. How can we restore access if we are the product owner?

To restore the Azure SQL admin account password if you are the product owner, you can reset the password (new complex password) using the Azure portal, Azure CLI, or PowerShell
