How do I kill a scaling job that is stuck?

Azure SQL Database scaling job which should complete in a few minutes has been running for 3 hours and is only at 16%. Need to kill this job and attempt manual scaling.

    Thanks for commenting. Yes, database is in the UK South region and - I raised a ticket with Microsoft and was advised of an issue in the region. It was resolved and the automatic scaling worked normally today.
