Azure CX3 interface no more working with DPDK apps in "France central" region

Hi,
CX3 accelerated interfaces are not working anymore with DPDK application in VM spawned on "France central" region. The exact same configuration works in "West US 2" region.
Further checking shows IBVerbs was not present in these VMs. IBVerbs are mandatory for DPDK application to work with CX3 interface. CX4 interfaces do not need them.
We suspect Azure updated the hypervisor with a recent WinOF driver that dropped the IBVerbs support.

Can someone confirm the root cause and help in having CX3 accelerated devices working with DPDK apps again in all regions ?
