I updated my photo 2 weeks ago, still not shown everywhere?
In my account info, I uploaded my photo 2 weeks ago. I JUST JUST signed into learn.microsfot.com for the first time and the image is wrong and not the one on my account page. Also, portal.azure.com has an edit photo (with NO photo) that just takes me to my account page SHOWING my existing photo. On top of this, as a user logs in, I grab a photo from graph but no photo shows up.
It is like the whole photo system completely does not work on microsoft? I see it works on google albeit usually 1 hour to 24 hour delay.

I understand that you are updating photo from 2 weeks ago, but still not showing anywhere.Check whether maximum supported size of a photo is 4 MB and Microsoft recommends that you use roles with the fewest permissions. Using lower permissioned accounts helps improve security for your organization. Global Administrator is a highly privileged role that should be limited to emergency scenarios when you can't use an existing role.
Try to add user photos in Microsoft Graph PowerShell using following command:
Set-MgUserPhotoContent -UserId <UPN> -InFile "<PhotoPathAndFileName>"
If you face any issue, get information about user photos in Microsoft Graph PowerShell:
If the user has no photo, the commands return the error:
Exception of type 'Microsoft.Fast.Profile.Core.Exception.ImageNotFoundException' was thrown.

On November 13, 2024, received the ability to update profile photo directly from their MyAccount portal. This change exposes a new edit button on the profile photo section of the user's account.
Global administrators can manage this using a tenant-wide policy with Microsoft Graph API, following the guidance in the Manage user profile photo settings in Microsoft 365 document. Eventually, this policy will also be configurable from the M365 Admin Center.

When they use SSO, I want to use their photo in our software like google so I 1. Add photo in my account profile (NOT graph as no normal user does that) and 2. I go to azure portal and my photo 2 weeks later still not there and single sign on not giving photo and graph does not seem to give photo.

I understand you're trying to update your profile photo and noticed it's not showing up across all Microsoft services.
One thing to note is that the Microsoft Learn profile is separate from your personal or organizational account. Even though you sign in with the same credentials, Learn stores its own profile data, including the profile picture. To update it, you need to go to the Learn site, click your profile icon, open Settings, and use the Change picture option there.
In the Azure Portal, the photo may not appear immediately due to caching or delays in syncing. Microsoft states that it may take up to 24 hours for the photo to reflect everywhere, but in practice, it can vary between services.
Also, if you're signed into a different directory where you're a guest, your profile photo from the home directory won’t be displayed unless it’s also set within that tenant.
In your case, please check whether you are signed into your home directory, where you are a direct member, rather than a guest in another tenant.

2025-04-16T12:54:14.4866667+00:00 No, I click azure portal to change my picture. it takes me to a page that allows me to change it and 2 weeks later azure portal picture is still not updated. Also, I am trying to create SSO for microsoft much like google for 'business and personal' and when someone signs in first time, the photo is not there (for personal)...it may be for business...not sure yet as it is very hard to create both business and personal accounts it seems to me for just test purposes.

page of Microsoft Entra ID in Portal like this?Go to Azure Portal -> Microsoft Entra ID -> Users -> All users -> Select User
