Did you try checking the troubleshooting options to find out what the exact issue is? Navigate to the Azure portal > VM > Boot Diagnostics > Troubleshoot > In Connectivity Guided Troubleshooter – please provide your IP and port number, then select the type of IP. It will list if any issues exist.
Can you please share the activity logs in private message?
