Hi we lost access to our partner portal.

Hi, we lost access to our partner portal. We found that it has a different tenant ID than we use. Unfortunately, we don't know who the admin is for the partner portal tenant. Is there a way to migrate this tenant to ours or at least find out who the admin is?

Microsoft doesn’t provide a direct way to "migrate" a tenant (such as moving a partner portal from one tenant to another) without cooperation from the current admin of that tenant. The partner portal may have its own mechanism for transferring admin rights or migration, but that will depend on the service you are using. Azure AD B2B (Business-to-Business) collaboration could also be an option if you can invite users from your tenant to the portal.
Could you please share your partner tenant ID and domain in private messages so that we can try to figure out the administrators of that tenant.
