Palo Alto - HA firewall IP moving issue when failover (service principle configured properly)

Hi, We have HA Palo Alto VM series FW and get this error.
We reboot the VM and try to add different IP from that subnet though is failing
Note: Issue started after NVA HA setup, did failover and stuck there.
Failed to update network interface 'pacedge01-eth1-inet'. Error: The Ipconfiguration(s) /subscriptions/resourceGroups/PANFW-RGRP001/providers/Microsoft.Network/networkInterfaces/pacedge01-eth1-inet/ipConfigurations/inet-vip are pending cleanup from a previous operation and can be added back only after they are successfully cleaned up. Please set the network interface without these ipconfigurations to trigger cleanup.
