thanks for your info... seems like it could be an internal error, at least u can continue use the 2023-10-01-preview version until Microsoft resolves the issue with the stable release.
As well I would like to reccomend check Azure Status... so visit Azure Status Page to see if there are any ongoing incidents affecting the Resource Health service.
