Try assigning those users the Support Request Contributor role at the subscription level.
They may have to clear cache on the browser or signout and back in to utilize the new role assignment.

Unable to submit a support request and unable to find roles to delegate that permissions to other users, spent several hours now trying to navigate Azure and Entra but to no avail, please assist!
