WINPE unable to copy efisys_EX.bin from boot sector

When I run this command from the Deployment Imaging Tools Environment as the admin:

copype amd64 D:\winpe_amd64.

The working file structure is created. However, it fails to stage properly. The error message is:

Unable to copy boot sector file: "C:\Program Files (x86)\Windows Kits\10\Assessment and Deployment Kit\Deployment Tools\AMD64\Oscdimg....\amd64\Oscdimg\efisys_EX.bin" to "D:\winpe_amd64\bootbins".

My Windows version is:

Edition Windows 10 Pro

Version 2009

Installed on ‎2/‎21/‎2024

OS Build 19045.5608

My WINPE version is: 10.1.19041.1

My ADK version is: 10.1.19041.1

I am try to prepare my UEII compliant primary disc for Windows 11. While I haven't seen that it is required to do this by booting in PE mode, all of the examples look as if this is necessary. I need to make either a USB or CD to boot into PE mode.

I have enabled and disabled fast boot, secure boot and CSM in all possible permutations and still get this error.
