Does Microsoft Purview able to quarantine email for email that violated DLP policies?

I understand there is a possible to have this feature. But any license require as I'm using E5 license.

Is it the mandatory to have EOP and Microsoft Defender Office 365?

Yes, it is possible to create a policy in Purview DLP to quarantine emails that violate the Policy. Since you already have the E5 license, which comes with EOP and Microsoft Defender Office 365 you do not need any additional licenses to quarantine emails. You can achieve quarantine using either EOP or Microsoft Defender Office 365 or use DLP rules.
